FIA Commission Meeting: two-stops, testing restrictions and car liveries
15th November 2025The FIA has confirmed they and the Formula 1 Commission met to discuss a range of different topics, with a restriction on car liveries being one such matter being discussed.

On Friday, the FIA confirmed they had met with the F1 Commission for the fourth and final time this year, in the London FIA offices. The meeting was reportedly chaired by FIA Single-Seater Director Nikolas Tombazis and Formula One Management President and CEO Stefano Domenicali.
In their report, the meeting discussed four different matters: the 2026 Technical and Sporting Regulations, Aerodynamic Testing Restrictions, car liveries, driver numbers and the Driving Cooling System.
One of the matters which has been confirmed is a restriction on driver liveries for next year. It has been agreed by the Commission representatives that a minimum of 55% of the surface area of the cars, when viewed from above and the side, must be covered by paint or stickered.
The decision was to increase the visual differentiation between the competitors and reduce the use of bare carbon fibre surfaces. Additionally, they confirmed they will allow drivers to change their driver numbers during their career, after it was previously decided in 2014 to have permanent competition numbers.
Changes to the Aerodynamic Testing Restrictions are being developed, according to the Commission, which is expected to bring F1 in line with ‘contemporary processing and simulation technology,’ whilst being mindful of cost.
For the Driving Cooling System, there were discussions of redesigns of the current cooling systems and garments, alongside an increased weight allowance for using the cooling systems. However, the Commission is set to take feedback from the drivers through the Grand Prix Drivers’ Association.
Finally, the FIA and F1 are set to submit refinements of the 2026 Technical, Sporting, Financial and Operational regulations to the World Motor Sport Council, on December 10.
There is another proposal to explore a mandatory two-stop races alongside other race-restricting matters such as adjustment to tyre adjustments, tyre-life limits and the use of all three tyre compounds. No changes were agreed in the meeting but it has been confirmed they will continue those talks throughout 2026.
It will also be centred on feedback, through analysis and simulations from the teams and Pirelli.
